public hearing on whether or not to make big box stores like walmart adhere to special guidelines. one county proposal would dictate the store's size, design, hours of operation, even local hiring practices. opponents feared too many rules will drive away developers. supporters say big box stores should not destroy a neighborhood's character. the council proposal would apply to stores that are at least 75,000 square feet which is larger than a football field. election results are in for local races in laurel, maryland. craig mo was elected to a third term as mayor. the incumbent beat out michael sarich with 50% of the vote. council president like retains his seat beating out challenger adrian rousseau with 58% of the vote. >> rob made it official. the montgomery county democrat it and maryland state senate leader is running for congress, seeking the sixth district seat

health by 85-year-old roscoe bartlett. the newly redistrict 6th district now includes much of montgomery county. republican presidential candidate herman cain continues to fire back at the allegations he sexually harassed two women in the 1990s. tuesday, he called himself the victim of a smear campaign. >> now, there's word one of the women involved wants to tell her side of the story. matt jablow has more. >> reporter: republican presidential candidate herman cain was apparently not in a talkative mood as he snuck in a side entrance of an upscale steakhouse. >> i was accused of sexual harassment. falsely accused, i might add. >> cain's meeting at bobby van's grill with several top republican lawmakers came on the same day one of the two women who accused cain of sexual harassment back in the '90s said she would like to tell her side of the story but

is prohibited from doing so by the terms of a confidentiality agreement connected to the settlement of the case. >> i think the national restaurant association ought to waive it and let the two women come forward and tell their story. >> cain has resheemently denied the allegations of sexual harassment, the normally outspoken radio host has not speaking at all, at least not to reporters. matt jablow, 9news now. israel is speeding up the expansion of a settlement construction on the west bank in east jerusalem. it comes one day after palestinians won full membership into the united nations cultural organization called unesco. >> israel plans to freeze the transfer of funds intended for the palestinian authority. the move is a direct response to that u.n. vote which government officials call a tragedy. the bbc quotes an israeli foreign official saying the decision to withhold money are an attempt to put pressure on

palestinian leaders. the palestinian authority says the decision is a construction of the peace process. this is the second time this year israel has refused to give the palestinian authority money it collects on behalf of the group. it amounts to roughly $100 million every month. the united states reacted to unesco's vote by pulling all u.s. funding from the group which is 1/5 of the operating budget. this comes a month before at u.n. security council is scheduled to bid. european leaders are scheduled to hold more talks to discuss greece's bailout package. >> yesterday, greece's prime minister stunned his colleagues by announcing that he would let greece voters decide whether or not to accept the historic rescue plan. the news trigger adaceloff on markets around the world. sandra hughes has more. >> greece's prime minister called an emergency cabinet meeting tuesday night and it

worked. >> a government official says the cabinet now fully supports his move for a referendum allowing citizens to vote on an unpopular bailout package for their troubled economy. members of the prime minister's own party initially blistelled at the idea, one defected. analysts say the vote is a political move. >> suggesting on the referendum with a general question like, for example, national currency, he believes he could win and again, political support. >> months of violent demonstrations show how divided greece is over the aid package which calls for tax hikes along with salary and pension cuts. >> the reverse case scenario is right now that greece rejecting the rescue package, the european rescue package that it might blow up the whole euro system. >> wall street switched into selling mode as fear of default made its way across the

atlantic. >> just when we thought that the european debt crisis had finally, finally been put to bed, it is injected, again, it is the massive volatility and uncertainty back into financial markets. >> president obama leaves wednesday for meetings with g- 20 leaders in france. the global debt crisis will likely be a central focus of those discussions. sandra hughes, cbs news. before departing for europe, president obama plans to use the key bridge as the backdrop for his speech. the president is expected to visit the georgetown water front park to make another push for his jobs proposal. the key bridge has been identified as one of the area's most structurally deficient bridges. the white house says it could qualify for upgrades under the president's plan. here is a look at other things making news now. today, a british court will rule in the extradition trial of wikileaks founder julian assange. assange is fighting his return to sweden where he's accused of rape and sexual molestation against two women. he says the encounters were

both consensual. four suspected members of a georgia militia group have been charged in an alleged terror plot. the men who range in age from 65 to 73 are charged with plotting to buy explosives and the manufacturer of deadly tox ton attack government officials. the men were attempting to make the biological toxin ricin. testimony has ended in the trial of michael jackson's personal doctor. both sides wrapped up their cases after dr. conrad murray told the judge he would not testify in his own defense. murray has pleaded not guilty to involuntary manslaughter in michael jackson's death. prosecutors contend murray gave jackson a fatal death of the anesthetic propofol. defense attorneys claim jackson gave himself the fatal dose. dr. murray could face up to four years in prison if convicted. >> we're not all alone on the set this morning. i'm sure you've noticed the piles of food behind us. this year's scouting for food

uncertain financial situation even more uncertain. checking the numbers with the 2.5% loss across the board, the dow stands at 11,658, lost almost 300 points. if you'll remember, that's on top of the triple digit losses on monday. the nasdaq fell by 77 points and the s&p 500 was down by 35 points. automakers had a pretty good october. general motors sales were up 2%, slightly less than expected. ford sales rose 6% and chrysler had the best october in four years with a gain of 27%! but investors are worrying that a collapse of the bailout deal for greece could trigger an economic crisis that would derail the slow but steady growth in the u.s. and hurt car sales. bank of america dumping plans to charge customers a $5 a month fee to use their debit card. a change of heart follows a huge backlash from customers. one collected 200,000 signatures against the move. other banks either dropped their debit card fees or pledged not to start them in

forecast this morning. crisp, chilly, frosty in spots. 30s, even low 40s. a cold morning, sunrise not until 7:36. next week, that sunrise will be closer to 6:40 as we head into monday because we'll be on standard time. our day planner today, lots of sunshine. light winds becoming southeast this afternoon at about 5 miles per hour. as we climb into the upper 50s by 1:00. 60 by 3:00 p.m. even at 5:00, still very comfortable. sunshine, 59 degrees. you want to get outside, do a little yard work before it gets too cold, good day for that as well. nice weather thursday. showers on friday, mainly south of washington. fredericksburg perhaps into southern maryland and richmond and southern virginia and the carolinas have a much better chance of showers than we do. once that system passes, the weekend looks good. a 25 hour sunday. we get an extra hour sunday because we go from 2:00 a.m. back to 1:00 a.m.

brought us our morning showers yesterday. now well offshore. that thing is pulling away. we look to the west. we see what's coming. high pressure is coming. good weather for the next couple of days. this front is going to sag toward the south and the east. low pressure is going to come out of missouri. the one hitting colorado with the snow. that will be moving toward the east-southeast and it now appears as we head into friday morning and friday, this is going to track just far enough south of us to keep the bulk of the showers out. we'll still get the clouds on friday. especially for the first half of the day. this tracks south of us. we won't see the rained it will clear us out in time for the weekend. albeit seasonably cool over the next few days. we'll look ahead toward the next three days. today, temperatures around 60 for the high give or take a couple. tonight, back in the 30s with light winds to low 40s in town. tomorrow, around 60. by friday, 65. looking real fine. as we head toward the weekend, saturday, upper 50s. actually, friday will be in the

hill bridge. >> a statue of the late president ronald reagan now sits in the airport that bears his name, reagan international airport. ray lahood and former senator elizabeth dole who served as the transportation secretary under president reagan unveiled the statue in front of terminal a. it was named after president reagan 13 years ago. an historic army port in virginia's tide water area is being saved by the wrecking ball. president obama signed legislation designating fort monroe as the national monument. the old army fort was where dutch traders brought slaves from africa into the united states in 1619. the property remains in union possession and it became a place where escaped slaves could find refuge. the centers for disease control reports overdosing on prescription painkillers is an epidemic in the united states, especially for men. government researchers say more people suffered deadly overdose

from prescription painkillers compared to heroin and cocaine combined. nearly 15,000 people died from prescription overdoses in 2008. the cdc says there needs to be changes in the way the drugs are prescribe in order to cut back on misuse. >> a new study shows low amounts of alcohol can increase a woman's risk of breast cancer. >> just three to six drinks a week conincrease the risk by 15% when compared to women who never drink. >> reporter: tracy richards enjoys an occasional drink. >> probably one to two, maybe three on a friday night. >> but a new study shows even low levels of alcohol could have consequences. research in the journal of the american medical association shows women who drink small amounts of alcohol, three to six drinks a week increase their risk of breast cancer by 15%. researchers found heavier drinkers, women who had at least two drinks per day,

increased their risk by 51%. compared to women who never drink. >> it is most important what someone does over a long period of time, not what she does over the past week or past month. >> doctors aren't quite sure what the connection is between alcohol and breast cancer. but they think it has something to do with how alcohol affects estrogen levels in the body. >> alcohol may also change the sensitivity of tissues to estrogen. >> the study author says it is up to the individual to weigh the risks. a woman with a history of breast cancer may want to cut down on her drinking but a woman with heart problems may want to continue having a glass of wine with a cardiovascular benefits, richards says she will try to drink less. >> if i i was in my 20s, it wouldn't be as important. family history. my grandmother. >> breast cancer? >> mm-hmm. >> there is always time to cut back and lower your risk.

randall pinkston, cbs news, new york. >> the type of alcohol, beer, wine, or liquor did not make a difference in the study. >> one of the slogans is no tears. one of the largest healthcare providers as far as personal care products, johnson & johnson may rethink that. the campaign for safe cosmetics wants the company to remove two chemicals from its baby shampoos. dioxen has been linked to cancer. the other release formaldehyde. the products are safe. nonetheless, it is already in the process of reducing and facing out the chemicals. if you can't pronounce it, maybe it shouldn't be there. >> time to look look at the question of the morning. what is the number one way a woman lets a man know he needs to get in shape? is it a, buy him a gym membership. b, poke his belly or c plain out tell him he's fat. put your answer on our facebook page. go for a walk.
